Homeless encampments known as "tent cities" are popping up across the country.

Formed as an alternative to shelters and street-living, these makeshift communities are often set up off of highways, under bridges and in the woods. Some have "mayors" who determine the rules of the camp and who can and can't join, others are a free-for-all. Some are overflowing with trash, old food, human waste and drug paraphernalia, others are relatively clean and drug-free.

Final FEMA Maps to be Posted

Sandy victims left hanging by what many have termed FEMA’s confusing and unfair preliminary flood maps will likely have final answers in the coming weeks.

The Federal Emergency Management Agency plans to post searchable maps on its website for homeowners to use to determine their true flood zone and how high they may need to raise their homes to qualify for the best flood insurance rates. Barring any successful challenges, that information will eventually set flood insurance premiums, which won’t go into effect for another 18 months.

FEMA’s working flood maps will be rolled out to coastal counties one by one in mid- to late-June, said Bill McDonnell, the mitigation branch director for FEMA’s Region II, which covers New Jersey.

Organized by students from ORLI (Operation Resilient Long Island) and the New York Institute of Technology, the 3C Comprehensive Coastal Communities Competition aims to address issues facing towns that are vulnerable to, and have been affected by coastal storms.  While post-Sandy rebuilding has begun, little has been done to develop new strategies that will mitigate the impact of future storms – particularly those related to re-zoning and adaptable housing typologies.

Esther Tauscher stood outside her Staten Island home, leafing through boxes of family photos that had been steeped in storm water. She paused to point out life events — her honeymoon, holding her baby boy in a hospital bed.

The photos are just about all she has left. Behind her, the home where she and her family lived for 14 years was being dismantled by a masked volunteer crew that tossed out her possessions and ripped out floorboards and walls.

It was Tauscher’s only option. Her house and nearly everything in it was consumed by mold.

FEMA has released its Advisory Base Flood Elevation (ABFE) information: reduce the risk from future flooding

Dear Members/Partners:

As you may have heard, FEMA has released its Advisory Base Flood Elevation (ABFE) information to help communities plan for and reduce the risk from future flooding. FEMA Region II (covering NY, NJ, Puerto Rico, and the Virgin Islands) has initiated a coastal flood study to update Flood Insurance Rate Maps (FIRMS) for parts of NY and NJ.  The websitewww.region2coastal.com, which hosts a wide array of information, will be updated as the Region II coastal flood study continues.

This information is crucial to those who need to rebuild after Sandy so they can build stronger and safer. It is important for property and business owners to work with their local officials to fully understand any requirements for using ABFEs and/or determining mandatory elevations in rebuilding.  On the Sandy ABFE page www.region2coastal.com/sandy/abfe, you can view interactive ABFE maps, watch video tutorials, and access guides and toolkits.  Here is a sample of some of the information available.

The FEMA shelter camp in Oceanport, New Jersey looks like a mini-city. The 40 acres of emergency housing is located in the parking lot of a race track. It's part of the agency's response, along with mobile homes on the way now to areas devastated by Sandy.

Hexayurt Shelter

A hexayurt is a shelter designed for people with a small housing budget.

The Hexayurt can be made from about $300 of materials from Home Depot, plus about $100-150 of mail-ordered tape. Depending on the construction technique, it takes 4-8 hours to prepare at home and 1-4 hours of assembly at your destination.
